The problem with your claim is that DCNR still claims that despite HR and DMAP they still have to fence cuts in order to get adequate oak regeneration. If that is true ,then HR plus DMAP did not solve the problem of inadequate oak regeneration and that in turn means there are other factors other than deer that are limiting oak regeneration.

DCNR usually speaks for the entire state, or at least at times I feel that is what they are doing. In talking with the #1 forester for clear creek I can tell you he too agrees that HR and DMAP is not doing all that it was expected to do, re-generation is not what they expected it to be at this point.. it's starting but years behind where they want it to be in 2011... He still claims it's too many deer....

They issued 200 DMAP coupons for area #313 in 2009 and were hoping for a harvest of at least 50 from those 200 tags.. they got 20 deer.... they patrolled and he said they saw VERY few hunters in rifle season hunting the state forest here......

so yep.... they will still be using fences and bear the added cost for that procedure...

If DCNR still thinks there are too many deer why don't they pay the PGC for the DMAP tags and issue them to the hunters for free? And, if they were really serious about reducing the herd they could offer hunters a $10 bonus for every adult doe harvested.
