Registering a boat

I'm hoping someone can point me in the right direction.  I'm buying a boat off of someone from the pennysaver.  The boat was never registered.  It's a small boat that runs on a trolling motor.  What the hell should I have filled out when I hand him the cash?  I don't want to get fined for not having it registered.
 
Any information would be appreciated!

    Fill out a bill of sale with the amount that you paid and both of you sign it. Both of you will then have to sign the title in front of a notary. You can either pay a notary service to do your title work or you can do it yourself.

    if the boat is older than 1996 it may not have a title as they were not reqiured prior to that year
