KBBC is a local buddy tournament circuit not so much a club. With the split that occurred a couple years back most local bass clubs are now affiliated with either The Federation Nation (which is affiliated with BASS) or The Bass Federation (which is affiliated with FLW). Below are the links to both PA State websites which could help you find a local club to join.

Thanks for the info chugbug. I looked at the pa bass federation website. Do you have to be in a club to compete in the tournaments, or do you just register with your region?

Matt, in order to fish state or district/regional level tourneys you need to belong to the national chapter and the state chapter. Most guys belong to the state chapter by joining a club that is affliliated and paying dues. I believe both TBF and Federation Nation have ways to join the state chapter without belonging to a club but I am not certain of those details as I have never done that.
If you want to fish local tournaments this year you have a several options:
    1) Join a local club and fish club tournaments. These are typically 8-10 tourneys a year (depends on the club) and are on local waters. Entry fees are low so the payouts are too. Club tournaments aren't about the payout. More about friendly competion and learning different techniques but this will vary some from club to club.
    2) Join a local club and fish state/district tournaments in addition to the club tourneys. Some clubs count district tourneys as club tourneys. If you have dreams of making the Bassmaster Classic or Forrest Wood Cup this would be the way to do it as you would be trying to qualify for the state classic to then qualify for national regionals and ultimately either the TBF or Federation Nation National tournament with the top finisher from each region going to the big show.
    3) If you have a partner join KBCC and fish the local buddy tournament circuit. You don't have to be in a club to join KBCC as this is an independent circuit. A lot of guys/girls who fish KBCC also belong to a club and actively fish all the other tournaments as well. KBCC is a really nicely run circuit and most of the good bass fishermen in Western PA fish it. Entry fees are a little higher but the payouts are better.
    4) Several local clubs also sponsor open buddy tournaments each year on local waters to support their clubs. These tourneys are open to anyone so you don't have to be a member of a TBF or Federation Nation club to fish them. I know of three of these types of tourneys at Pymy this spring but there are probably others at local lakes. Check the discussion boards on the websites I provided you for other open buddy tournaments.

Hope this helps. As you can see it really depends on how much you want to get into the tournament scene.

I used to fish with penns waters bass club 1999 -2002 . It is a nice organization with on average 20-40 boats a tournament . They provide trophys only no cash prizes I could remember to the winners and a $50.00 lunker pull . They are really fun bunch to fish as there are no large cash prizes just competative fishing and after each tourney they fry hotdogs & BS . I really liked those guys but moved away from the burgh . They fish locally Ohio River , Mon River , Lake Arthur and as far north as presquel bay . I think they have a website try to find em .... It was a fun competition. I think yhey had something to do with keystone or perhaps we fished against them ??? Can't remember. Small clubs are usually have a very friendly atmosphere.

I fished the Yough Bass club 3 or 4 years ago, then joined a less competetive club with my wife.  I signed back up this year as an alternate for a friend's team.  I plan on fishing 2 or 3 tournaments with him.

It's both.  each tourney pays 3 places & lunker, and you also get points qo qualify for the classic.  The top 10 teams at the end of the regular season will be eligible to fish in the Classic based upon their top six (6) tournament finishes.  Also, there is a lunker of the year pot.
