go a little lower and a little slower. If you fished the very heads ad fast tailouts of the pools, move toward the center of the pool and find a current break on the bottom. live minnows are tough to beat this time of year, but since we're on the fly forum I assume you're using a fly rod. Indi nymphing with small flies has always been my best fly bet this time of year. Tiny (18 or 20) apricot sucker spawn, sometimes with some flash are one of my standard flies. Black stones are also pretty standard fare this time of year.
