Getting on plane?

I have a 14ft skiff with an 18horse 4stroke tohatsu along with a friend who is 6ft 8in 360lbs.  Now I don't know if this is weird or not but when he is in the boat we go about 11.5 mph unless we are running in water 4ft or less then the boat jumps right on plane and we cruise at 17.5mph but as soon as we drop off in to deeper water the rpms and speed drops back down and won't fully get on plane.  Why is this and is there anything I can do to fix it?  I have tried a couple different pitch props and have tried him in the front and the back but the results don't vary too much.  Any info is appreciated.

    Just guessing here, but sounds like a water pressure thing. When you're in shallow water you're compressing the water to the bottom which give you more lift, once you get into deeper water you lose that advantage and the boat drops back off of plane. As for a fix, you could find a lighter friend

    Seriously though, have you experimented with him moving in the boat? Have him change positions in the boat to see if that makes a difference. You may have better luck with him driving and you in the front. Weight distribution is key.

    back in the day i ran a 16 ft fiberglass with an old monstrosity of a motor. took forever to get on plane and when i slowed down i had to start all over. installed a Dol-Fin Hydrofoil(think thats the right spelling) and it got the boat on plane in seconds.

    I thank ya guys but he always is in the rear if he isn't the boat I think would turn into a submarine.  I also have a doel fin stabilizer already on the outboard.
