Streamer neck

Recently I received a streamer rooster neck/ color brown.  Would this be considered a "wet fly" hackle?  Thanks

    John, When you say a streamer rooster neck, I'm assuming you mean a saddle hackle neck. If so - yes it can be used for wet flies. You want to avoid useing the stiff hackle found on the dry fly necks. Without getting into all the particulars of tying wet/soft hackle flies you can find a good explaination and tutorial here:
