Punta Cana

Anyone know if a permit or license is required in the Dominican Republic.  Other than being on a charter which provides the necessary license I may just do some early morning surf fishing on Bavaro Beach.

That's kind of a weird place to vacation the way the military is ever present with guns drawn keeping the general public away from the tourists. There is certainly alot of shady activity going on just outside the resorts. I think that you do need some sort of license.
