Steel, other than creeks?

Is there anywhere it is possible to get onto a steelhead or 2 without fishing the shoulder to shoulder creeks?

Piers, bay, beaches?

    all of the stream mouths have catchable fish.  Throwing spoons is a good way to get into fish.
     
    later in the year PI bay will have fish and many are caught through the ice every year.

    More steel through the ice on PI last year than anything else

    Yes, don't fish the shoulder to shoulder creeks. Try walking a little.
     
    Also, don't just fish 50 degree days. I bet today wasn't too crowded.
    Wait until the temp is about 32. During deer season.
     
    Fish the skinny water when everyone else is fishing the pools.
     
    Fish after dark.
