otters soft eggs

from what i read in the dhalo areas the otters soft eggs are illegal,what is your take on this?

I didn't say these are the ten suggestions

    Yes, they are illegal.  And so are moe eggs.

    Interesting question.  Two lines from the digest (dhalo) below seem to contradict one another.  I would guess that Otters would be legal, since they are not edible and they are rubber.  That said, they are molded replicas of eggs.  I would like to see an official ruling on this one.
     
     
  • Fishing may be done with artificial lures only constructed of metal, plastic, rubber, or wood, or with flies and streamers constructed of natural or synthetic materials. All such lures may be used with spinning or fly fishing gear.
  • The use or possession of any natural bait, baitfish, fishbait, bait paste and similar substances, fish eggs (natural or molded) or any other edible, substance is prohibited.

  • I've seen this topic discussed here and elsewhere alot.  Some people claim to have asked WCOs about it also.
     
    Basically, my understanding is that the rules are indeed vague, the WCOs know this, and different WCOs interpret the reg differently.
     
    So, the answer is "use any molded plastics, in DHALO or FFO streams, in PA, at your own risk". 
     
    Should you get checked, one WCO may not even question it, another might ticket you.  Personally, I don't take stuff like that with me to DHALO streams, I have a difficult enough time choosing which fly to use, that I can leave the soft plastics at home.

    my personal favorite is to use exude eggs tied like a milty egg
    they work great ;)
