Welcome . I'm pretty sure there is lots of info covered in some of the threads here if you poke around. If using flies , check out the fly swap thread .
I also will be in the area at that time and feel free to pm me if you want to share whole water with some SR vets . Sorry I couldn't be more help but I'm in FL right now on a tight schedule with a MM = Mickey Mouse ๐Ÿ˜€

Tank, What type of fishing will you be doing?  Fly rod, Spinning, etc?   Aside from baits or lures, You'll need weights, studded waders, leader material, swivels, nippers, polarized sun glasses,  and some decent cigars.

The setup I would use is 10 or 12 pound main line with a black #8 or #12 barrel swivel, on the other end of the swivel tie on no more than 4 feet (NY State law) of leader material (8 or 10 lb), leaving 1-2 inches of a tag.  Tie a knot at the end of the tag, and attach the split shots to the tag (the knot will help keep the split shots on the tag).   For lures, estaz flies are good as are glo bugs and popsicles/freakazoids or comets will also work.   And there are the egg sacs.  For salmon, a 2x strong #6 or #8 hook should do it or even a #4. These pound weights for line and leader will do well with a 8-9-10 foot spinning rod.   I'm sure other can tweak the above.

Longknife gave perfect advice , set up.
Just to note. Your leader can be as long or none is required ( outside of fly zone ) . The regulation is weight restriction - distance from hook to weight can be no more then 4 feet , anywhere on the river . Seriously though you need it to be no more then 2'
    Good luck

I Thank you both for your input. It looks like I have some work ahead of me. Do either of you recommend a trustworthy tackle shop up in Pluaski or Altmar.

There are many and some are speciality such as Malinda's and Whittakers ( fly shops )
As for general fishing and all around I personally prefer All Seasons Sports , it's just my choice and after years of frequent in there . Heck I will probably be shopping for ice fishing gear in there when I'm up ๐Ÿ˜€
That said , honestly I have not had a bad experience with any shop ( well , except the one 2 bob knows about ) but for the most part all are very helpful

www.dec.ny.gov/outdoor/62216.html Cruise the site, there is also a section for chromers.

Finding a room for when you are planning to go could be problematic between Watertown and Oswego, unless you've already got something booked.

There's some cheap motels in Rome and in Westmoreland, about an hour out from the river. I stay in them sometimes in the winter, as they are on my way in. Better than the bunkhouses and cheaper, just a drive from the river.

Don't stay in Rome. Syracuse is an option. Look around at rooms at Whitakers, schoolhouse inn or look on Tripadvisor. Rooms are gonna be tight but it's worth checking around.

Your rig for spin rod is 12-15 lb mainline and 8-12 lb Tippett. Get some teeny black swivels, small thru medium lead split shot on Amazon and some egg sucking leaches, black stoneflies, estaz eggs, and maybe caddis, or bead head jumbo johns.

It's all in the art of where, when and how you fish an area. Move around, watch others and don't be afraid to ask others for help.

    Good luck.

Tuna you sound like your suffering from "Mouse Lag" brought on by too much walking.

The only known cure; a full week of fishing the SR, reminiscing with old friends while doing the 12 oz lift exercise to, relieve overworked arm and leg muscles.

Good luck, we'll be rootin' for ya.

Since I'm from Upstate NY area I thought I'd speak up and say something about having a new guy travel an hour away (one way) to find a room his first time going up there to save $30/nt when gas is $2.50/gallon. Especially when he's traveling up I81. It's a death sentence with the number of deer and as tired as you'll be after 8 hrs on the river. I'm looking out for a fellow anglers safety.

    Good luck Tank.

Well, Whitaker's is generally sold out months in advance for anytime of Silly season and an old pro like you should know that Columbus Day weekend is generally a three ring circus with all three rings crowded, the peak weekend of the whole year,  Fichy has been posting here for a long time, has camped and stayed at most places around, and I would agree with him for someone coming from Albany and points East, maybe you could find something in Camden, but I would not advise anyone who didn't have accommodations booked to come up to Pulaski on C day weekend, you could spend the entire day driving around and looking.  O course you could also get lucky, the guy that bought Brenda's had a whole wall of names and phone numbers of people who japped out on him when they heard the run wasn't in last fall, but if there are fish, they will be there, and it is definitely dangerous to be driving around  looking for a room after fishing all day, with little chance of finding one.

BTW, its a violation of Encon Law to sell lead sinkers under 1/2 ounce in NYS, and based on sales tax regs, the sale takes place at your end, so the seller who sells them to you could be in some heat (most internet sellers won't sell them to a New York ship to address.)  And its only a matter of time before you won't be able to use them up, either.
    Jus' sayin, newbie!

Oh Yea, and Deer densities on the Tug Hill are about the lowest in the state. Something about 18 feet of snow in the winter and deer just doesn't go together.

The 7 or 8 most regular posters on this site have in the neighborhood of 200 collective years on the SR, but we're all just blowin' smoke. Everything you told him except the lead part is in the DEC link I gave him, with more detail.  Jus' sayin agin!

I had no idea which direction he was coming from, but assumed he'd use a map and make his own judgement.   If he needs that much hand holding, he probably needs someone to tie his shoes, so your valuable insight is priceless.  By the way, those of us who travel to the river from the east have been going that way for years, and I know of no one that has hit a deer. We do regular suicide runs, too.  We have FAR more deer in our area.  On the other hand the traffic on 81 around 'cuse reminds me  of the 405 in LA. F'in nuts!  Either way,  flytie, you made your point, though some was  just a rehash of what we've said numerous times. Look at the swap photos like was suggested earlier in the post  and you'll see actual  pics of the flies you named.

Coming up 81 you will not have to deal with the detour--good luck up there its GREAT.
Used to stay in -think its red cedar- next to Whitakers last minute- may have to change rooms daily  for a stay of more than one night last minute but its right there by the river.

Lodging is getting harder and harder to get unless you plan a ways out. I'm up again next week and mid river"old Brenda's" is full during the week. Oswego might have some but it's a chance with everyone there fishing also. I'm off to practice for the next trip on catching bass in the Hudson. Well maybe I'll hook up with a salmon there

Lots of hotels around the Syracuse Airport area just North of Syracuse and only a half hour or less from the SR. on 81.
