Kinzua

Lake level is at 1313.   Is there a boat launch that can be used when it is that low?

Several launches are usable all through winter unless it gets REALLY low.  Webbs is usable for sure.
 
Sometimes it has been pretty low even there but people have taken boards or sheets of plywood to keep from getting stuck in the mud at the very bottom of the ramp.

I have never fished Kinzua before but am thinking about making a trip there this winter to ice fish.  Any suggestions on a good place to access the lake for ice fishing?

Willow Bay or Sugar Bay.
