Why do some people............
treat a trip to the river as an excuse to do things they should not/ would not do at home in front of their kids. Not saying some people don't do stupid things at home, but just this season I have had 2 people lite up right next to me (and I'm not talking cigarettes). Happened 2 times last year too. I don't mind people blowing off a little steam being a bit rowdy and having a few drinks at all. I kind of get miffed when I see a beer in someones hand at 9:00am and by 11:00 their $hi% faced (then their driving around) , someone treating the river as a garbage can and having to smell reefer right next to me. If you wouldn't do it in front of your kids why do it on the river. Sorry for the rant Clint

I agree Clint some people should just stay home and be jerks! There are people who just want to fish and try to enjoy themselves.

It goes with everything we have talked about we have a great resource but its only as good as we maintain it. If people continue to do the things they do the whole river will turn into a pay to play. To make it a truly enjoyable place the river and fellow anglers need to be treated with respect. As we also know it only takes one idiot the ruin it for us all. That's why I walk away to find my own water.

Why don't everyone here contact the DEC and express our thoughts on the law enforcement side of this.If fines would be high enough and enforced a lot of this crap would go away along with the GOONS that do it.After that happens then people that respect and love the outdoors would take their place.I personally know several that stopped coming to the SR because of the type of nonsense that occurs there.

NYS Penal S221.10 Criminal possession of marihuana in the fifth degree: A person is guilty of criminal possession of marihuana in the fifth degree when he knowingly and unlawfully possesses: 1. Marihuana in a public place, as defined in section 240.00 of this chapter, and such marihuana is burning or open to public view. Sub. 2 deals with quantity, 25 grams or less (Less than an ounce). Criminal Possession of Marihuana in the Fifth Degree is a Class B Misdemeanor. A conviction for a B misdemeanor can be a fine (up to $500.00) and/or jail time (thirty days). While it is a low level offense it is still a crime which results in a criminal record upon conviction. In recent months Governor Cuomo has pushed for decriminalization of marihuana making it a violation akin to a traffic summons.

Technically it is illegal to drink on the SR. Pulaski, Altmar ect have open container laws that apply to public spaces. If it has public fishing rights it is a public place. It's like these people are on spring break or something and anything goes. Don't take me wrong, I have no issue what so ever with folks unwinding and having a good time. Having a beer or 2 on the river is OK by me. Having 12, having one at 9 am or firing one up is not. Who would you call 911, it's not life threatening, DEC, it's not wildlife related. Then what wait 3 hours for someone to get there to take your statement if they come at all. My wife was in an accident a few months ago and we waited 2.5 hours for a cop to show. Tell someone off, I don't think I am going to risk getting the **** kicked out of me by a group of ****ed off guys. The only thing I draw the line at is DWI. More than once have I been in the lot and see someone I know has been drinking all day. They stand around toss back 2 more and get in their car. I have and will call 911 and give them the pate # because that could be my wife, your wife or your child they slam in to and kill. If you drink all day and fall in the river and drown that's on you. People need to grow up and accept responsibility for themselves and we would not have to worry about stupid things like this. END P.S. Floatin' some sac's this weekend.

Clint- you do know that a police report is not mandatory for a property damage only accident. You can file an accident report on your own. Exchange information, license, registration and insurance along with notes pertaining to the accident scene (location, time, date and direction of travel) and you have all the necessary components to file your own NYS DMV 104.

Gerry in this case we wanted a report to state the other driver was at fault. I once was in an accident where I was driving around a corner in the winter and next thing I know here comes a car sideways at me. She barely nipped my front bumper with the rear of her car. She goes in the ditch good. I then pull the lady out of the ditch, her car is cracked up pretty good. My truck is older and a small red scrape on the bumper does not bother me in the least. We exchange info. Think nothing of it and go on my way. Call my insurance company and they say Mrs "smith's " company already called them and she claimed I ran her off the road and it was my fault. It took a while to sort it out. In the end since we both had the same company they decided to lay equal blame and any damage to our vehicles would be covered by our own policies. My damage buffed out so I did not care. A cop should have seen that where the cars hit that she ended up in the ditch facing the wrong way she was spinning when she struck me. That's why I call the cops do't trust anyone now

It's unfortunate that people will say and do anything to exculpate themselves. Even if the police respond the other party may still claim you were at fault. Insurance adjusters are skilled in accident reconstruction and would be able to tell from the damage to the vehicles who was giving the most accurate depiction of what occured. Some police agencies (state police, NYC) do not routinely do a DMV 104A unless there is physical injury involved or a liability issue. If the damage to either vehicle is less than $1000.- no police report is necessary. No injuries but more than $1000.- in damage all parties must report the accident within ten days to DMV. It has become common practice for police to issues summons based upon the reconstruction of the scene and not based upon personal observation of the cited infraction.

Your right Gerry. The officer that responded told me the same thing. He issued no tickets and told us we would have to fill out the 104a in 10 days. He did fill a report though because our car was crushed. He also stated he would testify in our behalf if needed to even though he did not write a ticket. He stated it was their policy to only give tickets if there was bodily injury or if a law was broken. In our case the lady just pulled out in front of my wife, it was an accident.

My twenty four years in law enforcement tells me the officer was being lazy. A vehicle and traffic law was broken, Failure to yield right of way and unsafe entering. Believe it or not the insurance companies want the responding officer to affix blame. They would rather you be angry with the officer than with the insurance company.

He did actually affix blame to the other driver, he just did not write a ticket. I read his report after and it stated "Driver 2 entered the roadway and failed to yield the right of way to driver 1". The other drivers insurance took responsibility without an issue. I asked him his reasoning behind not writing the ticked and stated my concerns on who was at fault and he told me he would affix blame on his report and that a ticket was not needed to affix blame. He then said the other driver already had to deal with the accident, being at fault and having her insurance go up, so why throw a ticket on top of it. I was quite mad at first at the length of the wait , but the first words out of his mouth were " I am very sorry it took so long for me to get here, is everyone OK" That set the tone as I could tell he was sincere and just having a rough day himself. All was good and I was satisfied with the outcome.

Clint,wish that cop would have handled my wifes accident several years ago when she totaled our car.She made a mistake in judgement it seems and then had to pay a fine on top of it.Luckily no on was hurt,won't go into details but cop had no compassion.

Reading into it, sometimes beer and fishing go together.. However, I wouldn't and it probably not a good idea on the SR. Besides, don't they have no alcohol beverage signs in those public parking lots? thought I seen them last time I was up there. Anyway, with almost everybody carrying smartphones and all the hotheads a drunk or stonehead would fail the test easily if there happened to be a confrontation, I wouldn't think it a good idea partying on the SR.Just too **** risky. Wish I could get up there but nobody is interested down here..lol
