How'd he keep it lit?

While leaving the stream on an incredibly wet and windy opening day today, in the middle of a downpour, I saw a game commission truck and a PA state trooper.  They cuffed a guy and threw him in the back of the cruiser for smokin pot on the bank while fishing.  Can't believe he could keep it lit.  Doubt it was medical grade.
