No one is bad mouthing anyone. Many many times the question has come from sportsman liking to know how time and money is being spent. As a poorer relationship with hunter's and the PGC continues more simply want answers. Many WCO's do a fine job and many don't. As for the PGC as a whole, well you decide.

Why is this of any importance to you since it has no affect on you other than perhaps sportsmen getting some free service out of an agency employee you are constantly trying to undermine? But, I will still answer your question even though I don’t figure you want to know the answer for anything other that some evil intent.
 
I always have hours in my bank of over time, which I can use at my discretion so yes I would be covered as long as I have hours I can use. If an officer had no over time left in their bank then they might not be covered, so it would be rather foolish for them to be out working. But, much of the donated time is the time it takes to do all of the reports and various other office duties. If I donate the hours of paper work, e-mail responses and phone calls by doing them on my time I don’t see that as really anyone’s business but mine unless they are their to count the hours. Most people aren’t in are grave danger of an injury or public incident while working in their office, are they.

 Sometimes before deer season I would be kicking in doors for comp time. As long as one is in his "official capacity" would seem to cover it.

Thanks for the reply. Hours spent while in the field is covered as long as overtime hrs are in the bank(90 per year). Time spent doing work related items such as paperwork and INTERNET are completely up to the individual same as many other jobs. Working in the field without banked OT is prohibited. Pretty clear and simple. Why the attitude ??

WHEN.. everything I have ever read in the past was negative, anti-PGC, stupid, and at the least BS.....

I joined other sportmen in our area and wrote to a publication to have them stop publishing his BS and to our satisfaction they did just that...

and now unless I see something on a message board I do not read anything he writes or subsribe to anything that publishs his BS....

Why is the video a joke... granted it is FUNNY... but it is what he said...

COMMONWEALTH of PENNSYLVANIA PA. GAME COMMISSION COMPLAINT VERIFICATION
PGC CONTROL NUMBER___________

ATTENTION,___________________
My name is CHARLES FOSTER,on 10/20/02 the PA. GAME COMMISSION REPRESENTATIVES came to my home. One male representative went into my truck without permission, and the search warrant had not been issued at that time. He had not made any attempt to even ask me for permission to come onto my property. I was forced to take off my pants in front of my children, family, and friends that were taking part of our children's CHRISTENING party that we were celebrating at that time.These GAME WARDENS ran around my home in a Unprofessional Manner with there gun out of there holsters One warden shoved my elderly mother in a violent manner when she just asked to see a search warrant. The WATER CONSERVATION OFFICER assaulted my pregnant wife, who was present at the time of this event. This was all over a dead deer they supposedly found with my trash,and mail with my name on it.The next day TIM LAKE from Channel 10 did a story on this manner.The GAME COMMISSION would not comment on these wardens poor display of conduct. I have video tape on one GAME WARDEN stealing my release, and they did steal one of my tree stands. I also have one officer on video tape hitting me with a back hand which was totally unprovoked. My Attorney sent the Attorney General's Office a letter six months later informing them we plan to take legal action on this matter. The next six months I went to different events protesting their actions. Now on 10/23/03 I was finally issued citations on the matter of the dead deer. Now on 03/09/04 we went to court for these citations in Prospect Park. They had no mail with my name on it. DNA testing proved I had nothing to do with the dead deer, they supposedly found. What's even worst, one of the officers is my local trashman for my neighborhood. After I won my hearing, three days later they sent my wife citations from a matter that happen from 07/06/01. I attended a hunter's education course on 4/9/04 with my brother who was sign up for the course. I was holding my 2 year old son and force to leave, when there were other people there who was not signed up for the class allowed to stay with there guest. I went outside and called 911 and when I did there was a truck that drove pass me.The driver yelled verbal threats at me. I couldn't see him but when I called Police and reported the incident. I was later told it was the WATER CONSERVATION OFFICER that was present at my house on 10/20/02. On 4/19/04 I attended a meeting, in Harrisburg to voice the wrong doing of these WARDENS. They would not allow me to speak at this public meeting. At this meeting there was no one topic, and people were allowed to speak on anything they wanted to, but me. I knew this was going to happen , and I emailed many people of this concern. Later that same day, two STATE POLICE officers came to my home, and told me if I say anything about what happened again they would arrest me for harassment, and stalking. And that I am not allowed to attend any more meetings. And if they find out that I say anything to anyone about this situation they will arrest me. I asked them to put this in writing, they would not do so. Then I told them to take my computer, after they threatened to take it. And I asked to file a charge with them against one warden that I have on tape hitting, for assault and theft. They would not allow me to play the tape for them. They nicely said they where going to arrest me if they hear my name again. The next day they left a message on my answering machine, stating he wants to make sure we are on the same page with this matter.
One of these WARDENS have even been kicked out of DELAWARE COUNTIES FIELD & STREAM GUN CLUB for not following club rules.He is being transferred to Adams County soon.

This information is true and correct. As I understand that providing false information could subject me to prosecution under section 4904 of the Pennsylvania Crimes Code.

For the same reason Waterways Conservation Officer will check hunters. The WCOs from both the Fish and Boat Commission and Game Commission have reciprocal enforcement powers to investigate and even enforce the laws of the sister agency when necessary. Typically we check fisherman and if we find a violation we collect all the evidence and information the Waterways Officer will need to prosecute the case. They do the same when they encounter a Game and Wildlife Code violation.

It appeard to be a straight forward question and an honest answer. I don't see anything to lose ones composure over. Many people who don't know ask that question all the time. One reason could be that neither the PGC or PFBC want to merge but yet they already work together on many issues. It was a fair question to ask.
