That is strange. I was also AT the access at various times last Monday, Tuesday and Wednesday AM until she blew out. I caught fish but did not see hardly  any other fish on. NOT plenty of fish. Tuesday AM was the best as there were some fish caught... Wednesday  AM I am pretty certain I landed the ONLy fish at the access and there were not many people there. So if you were in fact there, you must have NO idea what it is like when there a plenty of fish in.

My point is that runs do crash. And I know you are an experienced fisher. So I know that you know the main run is either late or they aint coming. That is all I was/am saying. I find it amusing the way this has thread has morphed into an adversarial thread. I figured it would when I posted it. I am also pretty sure most of you are pretty decent guys who enjoy bashing people on internet boards. Bash away boys. I dont care! hahahaahahahaha

My 411 on the Elk told me today they did not show up this afternoon as the waters drop. Maybe tomorrow. If this run crashes, I wonder how loud you will compain? The only thing I am saying is they are late and if they dont come soon, maybe they aint coming. Then you can go up high, sight fish and swing flies in a foot of water. To each his own.

  I fully am aware steelheads run when they want to. I am basing my OPINION  here. From past experiences and being friends with multiple people who live in the area who are the most fish getting guys I know. They have told me in many previous years there were WAY more fish in the rivers at this time of the year.

Never stopped at the access on thursday, but on mionday I fished just below the rocks, and had pods of fresh fish, along with the older fish, that aren"t going anywhere in front of me all day.
 
You guys keep saying "after 2 rains, 3 rains, high water". The fish that enter the streams during high water, keep on swimming well past the access. The fish that enter the streams during low water ( after several days without rain ), are the ones that "stack up" in the lower ends. This time of year, is when the middle, and upper sections fill up. The lower ends. stack up in September ( before the rains ), and November ( as the rains become less frequent ).
 
 It's not rocket surgery.

I think you hit the nail on the head...and it only took three pages of bickering before someone stated the very simple and rational reason for the "lack" of fish. I guess if someone only ever fished near the accesses they could be experiencing such an event in their own eyes. The simple truth is the fish have been running since September, there has been adequate rainfall for them to run far upstream, and you'll just have to walk to find them. or keep standing shoulder to shoulder at the access and complaining...which just leaves more fish to those of us that went a little further upstream. IMO, this year is better, with the lack of concentrations of fish and anglers in the lower holes, it has been more pleasant (and more sporting.) In fact, I bet the snagging rate must be down 50% or more. WAY less fish sporting jewelry this year, if you don't count the lamprey bites!

I think people keep too many fish also. That may be why you aren't seeing as many fish. I see no reason why anyone should have to take more than 1 steelhead a day.

My guys and I will help you all out for free. The mergs aka lawn darts are not here yet but when they arrive I promise that we will kill as many as we can within our legal limit before they migrate further south! Steelhead picture taker you should post of few pics of male hoodies if you have any! Now there is an awesome bird. Yes they are do do some excellent fishing on the smolt population.

Either one, doesn't matter they'll both cut down on angler pressure if stocked properly.  However, we both know that proper management is not in the PA fish/game vocabulary.
