Tieing a droper sinker the hook has to be free floating and not against the line where its easyer to snag.

    read it online
or just stop at another shop and ask them if they have any
I am sure with the over load of people purchasing licenses this time of year,
it's not uncommon for the licensing store to run out

    know what i mean?

I have noticed that this is one of the downfalls of the new system
where they scan your drivers license to issue you a print out.
in the past with the old license system the stores would receive
the same amount of books as licenses they got from the state to sell
    at MINIMUM.

All in all, I understand what you are saying though.

Doesn't matter how you tie your hook on if you are using a drop sinker.
No weight can hang below the hook.

Actually, the licesing agent is required to provide the regs book when you purchase the license. Didn't you ask for it? I wouldn't dream of fishing in another state without first reading the regs.

Peacy;  I'm curious as to why you didn't know the regs. if you have going up to the Oak for the last 5 years. Did the rules change since the last time you were there? Book or no book; if you fish legally, as you have in the past, then what is the problem? Just asking, not trying to start some crap.

Been going to the Oak longer than 5 years and never had a problem with the "fish cops". I've been checked before; but always in a civil manner with nice words exchanged. Can't wait to go back for the whole week this year. Sorry to hear about your experience and that you are not going back. The snagging that I observed was always at the dam area and the people that were given citations for it; deserved it.

If by dropper you mean two hooks on your line, flies or bait doesn't matter, the answer is no at the time most migratory fish are in the tribs.

Fish the same way you do here for steel andyou will be fine. Just look at the book and yes they do give you one. Been to the Oak Orchard for five years  and never saw a DEC guy  or a fine given. But I also don't stand at the dam and snag fish.
If you are blatantly ripping an ounce of lead with a #1 hookthrough the fish you'll get busted.
I  take the fly rod and  fish the ripples with eggs patterns and buggers etc. and theres no reason for them to bother you.
    Pretty much  same as here.
Just got back from the Oak lots of salmon a good amount ofbrowns and quite a few steelies caught also.
    Good Luck
