Try the Villa trenches, I hear they're schooling up there. Roll deep, troll fast, they're hungry and will hit anything, but kastmasters seem to get good results.

Serious Question: I am not too familiar with Presque Isle, and I was wondering wear a good spot to catch summer pike is. I only have chest wader (no boat). If there is a good spot for summer pike, what is a good lure to use?

    Bigger is better.

I cant help with locations, but as DB said, spoons are good bets. Try early morning and late evening in grassy shallows, before the sun warms up the water too much.

    MM, those are lamprey bites.

This has been a great summer for catching big Northerns on the wade.  The lower than normal temps are keeping some of the larger ones in shallow weed beds instead of out in the cooler depths where they'd normally be come July and August.  Usually this time of year I only get hammer handles in close.  Wish every summer was this cold!
