Is the land downstream of Foleys open to the public?

I am planning my first Steelhead trip and need to know if the land downstream of Foleys is open to the public?  If not, how far downstream could I go?

      About a 1/2 mile for now. Pretty sure they are tryin to get the land owner to reopen it.

    Do you, or anyone else know who the landowner is?  I'd be more than willing to offer manual labor (I'm good with a chain saw, shovel, etc)  in exchange for access to their land!
