I rarely go north of Lock 3 in Harmar/Cheswick area. I'd imagine it is pretty similar to where you are fishing though. The summer months always seem to be slow, atleast for me. The early and late summer, being more spring or fall, seem to be better though, as you likely know. With all of the shad this year, I think it is making things even harder. They are in the 1" range right now, so matching them isn't all too easy. I haven't seemed to match with anything that I own, except for a really small plastic sassy shad. Even then, if you are a fish, and you can just swim through a school of 500 shad with your mouth open, or chase down a single shad, what would you do? They should be in the 2" range in a few weeks, since they grow fast. Overall fishing should pick up then, since they will be easier to match, and getting larger than many fish's preffered meal. Especially if you have a way to net them up for bait.
The state does not stock wipers above the Highland Park Dam. So any of them caught above the Pittsburgh Pool, likely have locked their way up. I have never caught any in the Lock 3 pool, or have ever seen any there. I have caught white bass in the 15" range though. White bass are in hiding this year. They seem to be like any other fish, and have their years. One year you can't keep them off of your hook, no matter how large you go. This year, seems to be a gizzard shad year. Which should make for some really fat fish in the fall. I'd imagine that once the shad get over 2" or so, the white bass will start showing up on hooks, more often. They'll definitely hit a 4"+ shad, but would imagine that a 10" white bass would preffer something in the 2" range.
I'm looking forward to September & October being some good fishing. Until then, well, it's summer. Getting a hold of a nice fish is just a bonus.
