PA. BUI

After reading the "Rum Runners" post I was wondering exactly what the PA BUI laws are? I Googled it and can find nothing. Is it exactly the same as the DUI law? You would think a copy would be avalable since we are supposed to follow it. I once heard that you can refuse a test with no penalty unlike a car. Just wondering if anyone ever came across the law in print?
