PI Bay Steelhead action on Sunday?

We were in the bay fishing for Smallmouth on Sunday and noticed quite a few what looked like Steelhead breaking the surface and jumping all throughout the day.  I've never fished for them, would jerkbaits and/or RatLTraps work for them?  I've only caught one, on accident in the bay with a RatLTrap.
 
The smallmouth fishing was terrible for us on Sunday in the bay.  I've been up there quite a few years and this was about the worst trip ever.  The water teams were hovering around 52 in the bay.  I'm hoping it was just the day/fronts/no wind conditions.  The wind was really swirling and it made it hard to get any consistent drifts....thats when there was wind, most of the time there wasn't enough wind to drift!  I'll be back up there this weekend for another chance at them.

    Wow, look at all the replies.  I'm not a steelhead fisherman, I just thought it was interesting and am always looking to expand my fishing knowledge to other species.   Thanks for all the help!

    I use little cleos in the chrome / blue pattern with consistent hookups in the bay / lake . I believe 1/8 - 3/16th ounce with a slow steady retrieve hope that helps.

    I have also haqd luck with cleos, a rainbow painted or chartruse. it never hurts having multipal colors in the small cleos.

    I don't think you'll find too many guys who have fished for them under the circumstances that you've described.

    Not in the bay ; but at trout run we anchored in 4 foot waves & caught em on cleos until the rest of my crew begged my me to take them in due to thier green conditions . Pretty close conditions except it was in September . A steelhead is a steelhead to catch them you just need to let the lure drop to the fishes depth before reeling . When they hold on top I only count down two seconds before a steady retrieve ; when they are holding 6-10 feet off the top you countdown accordingly . You will have a pretty good chance for hook up but it could be tough staying on the fish if they are cruising and not stationary.

    Forget the steelhead, you can catch them anytime... go for the crappie if your in the bay! Their biting if you know where to go!

    Was up at the bay over the weekend and my brother almost caught what looked to be a nice steelhead, it probably would have went 8lbs.  It was a jumping fool and came off at the boat.  He was a bit surprised to say the least since he's never seen or caught one! 
     
    On another note, the smallmouth fishing was ok in the bay.
