Is there anyone in W. PA who will re carpet a 17' deep V bass boat (Sylvan)?

Tom3600, I'm not in the business, but over the course of 2014/15, I completely rebuilt my '88 Sylvan 16' Backtroller, including the transom. The first question to answer is "What kind of shape is the floor in"? My boat sat outside for 17 years with no tarp. The floor was rotten and there were little wild cherry and maple trees growing on the floor. I literally scraped them off the carpet with a hoe. I tore out everything right down to a bare aluminum hull, including about 500 pounds of waterlogged level flotation. All new level flotation and every single floor, deck, and storage panel was redone with 5/8" Douglas Fir marine plywood. I didn't go with carpeting again, opting to do the entire boat in vinyl. And the front storage door on the casting deck and the "glove box" door were replaced with white waterproof "slam hatches". It was a pretty big undertaking but I'm proud of the work, and I spent less than $1200 total and that included new pumps and electronics.
IF your boat is a bass boat and not a deep V, then basically you have all floor, as bass boats (to me) are basically motorized casting platforms. If the carpeting is worn bad enough to replace, then possibly the boat may need some floor work. If you have a warm dry place to work on it over the winter, you can save a lot of cash and have the satisfaction of knowin' that you did all yourself. Good luck!
