Ohio River boat launches

I just brought my boat back from SC in the fall and I want to do some river fishing on 3/12.  Are there any boat launches around Neville Island that have their docks in yet?  When do the fish Commission docks usually go back in?  It is a 20' wellcraft so I cant really beach it. 
 
On another note, after getting skunked 5 times in a row at the river I finally caught 2 walleye last week.  One around 12" the other about 18".  I didn't have a tape so I probably added a few inches, lol.  Started catching my bait and had some nice chubs/sucker/daces.  Caught bait is so much better. I set up my super bait tank II (for keeping shad/herring/alewives) in the garage so I should have good bait all year.  I'm looking forward to the spring bite, hopefully the river isn't flooded all spring like last year.

    Wish I could help crawlerman, I enjoyed your posts and pics..I used to knock on doors and pay on the back channel side as someone always had at least something to tie to..some was ten but never more than 20 bucks..that was years ago don't really know if its changed though...killbuck access should have at least a tie up dock still in
