jaydse, The main reason was that both lakes are too small to let unlimited numbers of boats on them. Also there were too many conflicts between shore anglers & boat fishermen. That is the main reason they eliminated boats at Mammoth & Northmoreland. Also they felt that by at least having boats on the lower lake that would provide some opportunity for those that wanted to go on a boat. Renting those boats, even tho they are pretty expensive I think, has always been a losing proposition for the county. I was asked once if I wanted to take over the boat & bait shop, but there is too much down time for the boats & guys want to bring thier own bait etc. & the insurance would have killed me. Also sitting there watching everyone else fishing would have killed me also.  sam

Thanks couldn't think why no boats and all (most) state parks allow boats . I also see the cluster it would cause .

Surely there can't be that much left now? What kind of condition was the upper lake in?

Lower lake is mostly wide open, except for ice in the middle. The upper lake was still mostly covered as of yesterday morn. Mammoth is wide open.  sam
