Of course Pa isn't the only state with frustrations. Even though we are about the best example out there of extreme frustration and long lasting disgust. Even stated as being something out of the norm by wmi on the infamous "fraudit".
Pa simply "led the way" showing management agencies that its ok to ignore hunters and cater to other interests. Many were afraid that it would not be "ok" and legislators would react swiftly and severely in enacting legislation and taking actions on behalf of hunters to "remedy" situations caused by extreme levels of vocal hunter disgust of the alternate management strategies.
Pa has proven it can be done and the will of the many can indeed be successfully circumvented with a lot of work and preparations along with a lot of organized efforts. Some others are now following suit. In that regard we were leaders I guess. Yay us.
As for the Hitler parody thing, I thought it was really quite juvenile and not even funny the first time seeing ... Let alone the other 10 or 12 times I saw it when it was edited towards Pas deer management and a list of other things on youtube.
