This seems to be an annual topic.  Being on this site for a while, I have tried just about all of the advice given.  Here is what works best for me.

Insulated boot foot neoprene waders, with polypropylene sock liners under alpaca socks.  These will buy me at least another hour or two of comfort over my goretex breathable sock foot waders.  Not nearly as nice to hike far in though.  The sock foot waders constrict around your feet and makes them cold much faster than the boot foot waders.  The same thing happens if you try to put multiple socks on.  The liner socks are about as thick as your wife's nylons, only made to wick moisture away from your feet.  Alpaca socks aren't cheap, but well worth it.

Moving around and getting out of the water every so often helps a lot too...

I had sent a request to Fish USA to carry alpaca socks, since they were a pretty popular topic.  I am not sure if they did.  If they didn't, there is an alpaca farm in NY state that sells online.

I'm sure all winter steel head fisherman have the same problem.  If you don't move around feet will get cold no matter what you do.  I'm currently using breathable waders with the neoprene foot in them.  I wear a thin pair of wicking socks and the heaviest wool socks I can find.  That's about all I can fit in the booties and still get my wading shoes (size 14d) on.  After a couple of hours unless I move I will get cold feet.

I tried the toe warmers but they do nothing for me.  If it ever got to the point that it bothered me to much I think I would try the battery powered foot insoles I have seen advertised.  They are pricey at around $100 but it might be worth trying.  The only problem I can see with them is even in cold weather with all the socks etc my feet still sweat and that is where most of the cold comes from.  I have no idea how a damp foot and the battery powered insoles would work but you might try them.

Cheapest and perhaps best solution is move around some.

Anyone try the thermacell heated liners yet? May not be the best if you have leaks but I am thinking they may be nice for hunting.

    Good advice already given...
Just wanted to say IMO most important thing is not to have boots that are tight on your foot or wear to many socks and make it a tight fit.

The warmest boots on earth are mickey mouse boots, somebody needs to design waders with mickey mouse boot bottoms. They are clunky and kinda goofy looking but have you ever seen a steel header who isn't?

If you have the money for multiple pairs of waders, you can't go wrong with 1600 GM thinsulate. Buy mine two sizes bigger. ALPACA socks!!!! Worth their weight in gold. Something crucial for me is felt insoles. If I don't have them the rest doesn't matter.

In the Boy Scouts we would put plastic bags on our feet under our socks.  Have not tried it lately.

Plastic bags would create a sweatbox!
A couple layers of socks, but still enough room to move them, plus walking around once in awhile has always helped me. But eventually fingers and toes get numb regardless.

Smartwool socks. For ultimate warmth use the smartwool hiking liner socks alon with the smartwool hunting system socks. Basically anything wool. Wool retains warmth even when wet.
