anyone have any idea why steelhead spinning and noodle rods aren't made in three or four piece configurations like fly rods are?

they do, they're called travel rods or pack rods.  fishUSA has quite a few of them, and some of them aren't cheap, up to and beyond $600.  the longest I saw was 10ft 6in, which I guess would be a noodle rod.  I never thought about this until I read your question.  My thought was always travel rods were 'a cheap, space saving in your vehicle so you can jump out and fish at a moments notice' type of thing.  Maybe 2 steps up from a Popeil pocket fisherman.  Boy was I wrong!  These are quality rods by Fenwick, Loomis, St. Croix....  I think steelheaders that spin fish are less apt to shell out big bucks for a 3 or 4 piece spin outfit, where a fly fisherman (do I dare use the word 'uppity'?  ok, esoteric), would put out that kind of money for a 3 or 4 piece quality fly rod to match their L.L. Bean vest and hat.   Ok fly guys, let me have it.  Just remember I'm a fly guy too.

There are some, but they are expensive.
The other issue is the action...when you put in more joint sections you stiffen the action of the rod.  The whole point of noodle rods is the soft action.
I just bought a 10.5 soft action 4 piece fly rod blank and made my own.
