Spring Smelt run ??

I've caught Smelt in Horse Shoe Pond and in the Bay. 
They are open year around and no limit if you use a hook and line.
Can we no longer net them, because of interfering with Steelhead fishing?

    There are a bunch of them in the creeks now... 
     
    still legal to net em
