For Release: Friday, September 14, 2012 Opening Day of Lower Fly Fishing Area on Salmon River Postponed Due to Low Water Levels An emergency regulation will postpone the opening of the Lower Fly Fishing Area on the Salmon River from September 15th until October 31st the New York State Department of Environmental Conservation (DEC) announced today. The intent of the emergency regulation is to ensure that adequate numbers of salmon enter DEC's Salmon River Hatchery in order to provide eggs for salmon stocking that supports Lake Ontario and tributary fisheries. Due to unusually warm water temperatures and low water flow, DEC is concerned that unintentional fishing mortality of Pacific salmon could impact egg take operations and result in fewer fish for anglers in future years. The quarter mile section of the Salmon River that comprises the Lower Fly Fishing Area is located immediately downstream of the Salmon River Hatchery and upstream of the County Rt. 52 Bridge in Altmar. The upper boundary of the area is just downstream from Beaverdam Brook. This location is a staging area for various species of fish, including Chinook and coho salmon, as they prepare to enter the hatchery via Beaverdam Brook. Flows in the Salmon River are partially maintained through controlled releases from the Salmon River Reservoir. Under normal conditions, water releases from the reservoir are regulated through a Federal Energy Regulatory Commission (FERC) license intended to provide year-round minimum or "base" flows to the lower 18 miles of the Salmon River accessible to trout and salmon returning from Lake Ontario to spawn. In a typical year, base flows are increased on September 1 from summer level (185 cubic feet per second (cfs)) to fall level (335 cfs). However, the recent drought conditions have left the reservoir at a near historic low level (14 feet below dam crest on September 5, 2012) with no significant rain in the forecast. As a result, the executive committee of the Salmon River Flow Management Team agreed to conserve water in the reservoir by eliminating several high volume whitewater releases and delaying the transition from summer to fall base flow. Without these actions, there was a strong potential to deplete reservoir water by mid-October, based on current precipitation levels. Should salmon returns to the hatchery be inadequate, DEC has developed a contingency plan to secure additional salmon eggs from other Lake Ontario tributaries, including the Black River and Orwell Brook. Bob Remember the water coming over the dam is still the salmon river just coming from a reservoir and it is puke warm too. Warm water holds less O2. The lower the reservoir the warmer it gets, add to that the lack of cool rain this time of year it all just adds to the problem. A major factor in all this is volume and temperature, there is no volume coming over the dam and the temps are too warm . Many also forget the fish in the upper reservoir this time of year there is also less water for them to be in and they are in need of O2 also. I hope the bass make it through.

hot tuna i have read that before. it didn't address the d o2 issue that i could see. how much less d o2 does the water flowing out of the dam have at 70 degrees than at 65? is it enough to kill these fish. if they are getting into the upper river they must have already passed through areas downstream with less d o2 since there are many more fish in much less spac? why will they now die once they have reached what would seem to be the area with the highest potential for holding the maximum amount of d o2? there are always those fish in the reservoir aren't there? why are they now using up enough d o2 to kill the salmon.

THEYRE STILL HERE!!!! yesterday was the fifth consecutive day of hard running fish out of the estuary. I was pleased to witness it in the company of good friends and family. My little boy fought many kings and we all had a blast. The rumor in town was that the estuary was still packed but i didnt check myself. Im gonna head down there today to see whats popping...im thinking theyre still running...tomorrow would be the seventh consecutive day if they still are...just in time for the huge coho run that should be coming any day now ;)

Ps...also had friends whove fished mid river the past three days and have managed to find plenty of fish... also many visible fish off the altmar bridge on the fly zone side

Even though I know I should be there funds will not allow a DSR trip. $800 to fill the fuel oil tank. $400 for tractor parts. $3500 for my school tax bill and $300 for boot I should not have bought add up to watching every nickel for a while. BTW I ended with the Metalhead corkers boots with the twist lace system and could not be happier.

If I can get a group of fishermen together for pooling lodging, gasoline,etc. I'd be interested testing my fly fishing skills for huge salmon. BTW, do they still smoke them at the smokehouse or is that history? Do the fish taste good from the river as they say they are from the lake or they stinky and muddy smoshy meat as some say? I probably would release all the fish I caught anyway.. but just wondering how many cook and eat these salmon run fish.

Hey Clint- know what ya mean bout them school taxes. After bout 6 years of paying them am considering coming up and fathering some children just to get my monies worth. They tell me I'm past that but -hey -worth some trying.

Simpleknots, the smoke house has been history for quite some time now... its was always a nice warm up with a hot cup of chocolate or coffee there...its been atleast 13 years since theyve been gone though... maybe even more...

On the other hand....things slowed down in the lower end today... but thats an understatement if you compare it to the past weak... there were still impressive numbers of fish down there. Managed to check out upper river as well. Impressive numbers up there as well. I caught a glimpse of what i believe were little juvenille steelhead that were hanging just sownstream from some salmon carcasses. Out of 20 fish i counted on stringers during the hour i was down on the river only one had a clipped fin...still mostly wild fish... i know some folks were concerned about hatchery quota and now the concern has shifted to wild population...no worries, its mother nature...last years wild return was very abundant and it was the return fish of 2007 (major draught year). The fish seem to be doing fine Food for thought since everyone was talking O2 for so long....
Yesterday i put 2 fiwh on the stringerr. One was put on at 7 am...the next was put on around 9 am... bothe fish were vibrantly alive when i went to drag them up at 3 in the afternoon...IT ALL COMES DOWN TO PROPER "C" "N" "R"
DO IT!!!!!!
PROPER CNR GOES A LONG WAY.
Lastly; the air is crisp, the water is cooling...leaves are beginning To turn...the time is now folks ..tight lines folks...

yea of the ones i got this week end most were no fin clip loads of people low on the river, but i think just as many fish middle and up high what a great week end

Thanks for the kind reply Dimebrite, appreciate your report and hoping to once again try my luck on the SR for big sportfish.. I will likely take pictures should I be lucky enough to fish the SR again.. will probably try the upper fly fishing only C&R section.. it has been very long while ago for me.

i was actually at the stair case friday and saturday back to the old haunts saturday night and sunday morning though fish everywhere although the little hole i was at sunday am, when i got there and hook the first couple i thought this is going to be great...i was the only one in the hole and there were about 30 fish...caught one....had 3 on...caught another and in the mean time they are exiting the hole one and two at a time running the guantlet of swingers...in two hours only three fish left and they were jumpy so i left and went home...really sore, but smiling ear to ear
