Cast Net Permits

I was looking into buying a cast net to capture gizzard shad and other bait fish. I looked in the FBC rule book and saw that you can only use them on 7 lakes in the state and you need a separate permit (10.70 EACH) for each body of water.
 
I find this rule a bit ridiculous IMO.
Anybody use one of these nets or buy these permits?

    yes.i use a cast net and paid for the permit.at 10.50 its still a great deal.just figure how much you have to pay at a baitshop and you will be happy just payin  a small fee for free bait for a year.

    Yeah thats what i was thinking. I live by Shenango Lake and that is one of the permitted lakes for cast netting. I know they are grossly abundant in the river, but you cannot net them there.
     
    Any tips on how to effectively catch shad in a big lake?

    u do need a permit for cast nets up to 4 foot on those certain lakes. it is unlawfull to use any cast net else where. 2 years ago it was kinda unclear on the law. the way it read , it looked like you needed the permit for those couple lakes and else where the net couldnt be over 4'. me and a buddy got fined last $86.00 last year at a private pond for cast netting shad. i even had a friend call and they told him as long as the net was under 4' he could use it. the officers told me it is unlawfull to use a cast net in common welth waters. i ask him what was considered common welth waters. he said all water in pa.

    That's how i read the ruling too. No casts net on any river,stream,lake except for those 7 specified. Each lake needs its own permit.
     
    But you can use a 4' seine anywhere. I feel that a 4ft cast net should be legal too. And you wouldn't have to wade in to use it. Oh well.
     
    Kinda confused how you can get fined on a private pong though? It had shad?
