Allgheny River - Public launch ramps above pool #4 ?

Does anyone know of any public boat ramps between lock / dam #4 and lock / dam #5 ?

    There is a launch on Buffalo Creek in downtown Freeport, about 1/4 mile upstream from the Allegheny.
