Fishing Near the Locks

Is there a way to fish by them that isn't trespassing? I guess I should mention I want to fish Lock 4, the on in Charleroi. I just heard you aren't allowed down by the locks but I know people who fish down there. Is there a certain point were you are allowed to fish? Also how do I get there? I know were the lock is but I have no idea how I would get down by it.

    I havent been to lock 4 in about 4 years, and i dont remember there being any no trespassing signs, they used to have a blue trash bin there for fisherman too even tho there was always slobs too lazy to walk 10 steps to throw away litter, havent been there tho due them workin on the locks with gates alwyas open closest to the wall, had many good nights there tho when there not lettin any water out.
