panfish enhancement

does anyone feel the same as me? i dont think the panfish enhancement project is working.cross creek is my home body of water.b4 the project started the crappie population was very gd w nice fish. now it seems to bring smaaller size fish than before.i have yet to get a decent twelve incher out of there.other lakes that i fish have better quality fish in them.some of those lakes get decent amount of presure.

    When was the last time you saw anyone checking people for size and numbers being kept...fish there quite alot and have seen plenty of small fish put in the bucket...how about enforcing the rules that are in place...get out of your little shack and do something...also see plenty of boats without launch permit on them but I guess thats ok too
