I just heard from a guy from work that a sportsman club was buying the section of property by whitmans bridge and posting it all. Is there any truth to it

That would be difficult to do. Since the area immediately upstream & downstream of Whitmans is already under a public easement.

I heard they were putting an impassable dam at Whitmans to cut off beaver's fish.

I'm not certain ( could be a different stretch ), but I believe this might be what he's talking about. "In other property transactions, Commissioners authorized a grant of $209,300 to the Western Pennsylvania Conservancy to assist with the purchase of approximately 84 acres in Girard Township, Erie County. The property includes 3,600 linear feet of access on Elk Creek and is adjacent to current public fishing easements. The project will include a parking area and a footpath to Elk Creek. Once the project is completed, the public fishing corridor will extend for about 2.7 miles. The conservancy has received additional funding from outside sources for the project."

They were never yours, mine, or anyone else's fish. They WERE the PF&BC's fish, until they shot them out a pipe into the creeks. Where upon they were free to travel through open water, posted waters, Canadian waters, Ohio waters, or NY waters "belonging" only to whomsoever might catch them. Catch them before they enter, or after they pass though the Beav's waters, THEN they might belong to you

Cheer as he makes his way into the open lake... where he is eaten by a walleye.
