I donno
at least for the last 20 years I've been fishing
maybe you don't this , or maybe your just yanking our chain (we gotz some wise guys here)
but when they stock them, they're just
5 inch "babies"
they go out to the lake for two years , then return in the Fall to spawn as mature 5 to 9 pound steelhead .
The majority of the fish we're catching
now were stocked as 5" juveniles (called "smolts") and dumped in by the millions (literally) in the
Spring of '09
to answer your original question "is it on", the answer is YES.

Those are from "right now" and the last month or more ..it's the
peak of the steelie season in Pa from now til the creeks freeze up.
There's as many fish as there's going to be in the creeks right now
lace up those wadin' boots , tie on a fly, or gob of bait and go get 'em
