I think it's pretty spotty. Not as reliable as right now. Tactics are the same for
    me.
But really, who cares about march or April, it's primetime right now!

"Come, follow me," Jesus said, "and I will make you fishers of men."

I'd say tactics are the same. However, it seems that later in the spring, emeralds can be much more effective. As always it can be hit and miss though.
Last spring in mid april I was fishing in a group of about 15 guys on elk. Everyone was nailing fish, but I couldn't get anything. They were all using minnows and I only had egg patterns. This happened twice to me. Next time, got some minnows and caught fish all day.

Fish are in the creeks pretty far up. Look for about 10 or so, in very shallow water, flopping around. Cast beyond them and set the hook when the line passes them. This seems to be the tactic that I have witnessed most.

My guess is, and could be totally wrong... Fight the urge to fish upstream during that time, as I am pretty sure most far up, don't have eating on their mind. Pretty interesting to watch them though.

Last year there was a really good run of jacks towards the end of March, almost all smaller fish though.  I was up both of the last weekends in March and found hardly any anglers in the upper section I was fishing.  Thought there might not be many fish cause of the lack of anglers, boy was I wrong.  I guess everyone just thinks there are no spring runs in PA.

The last Sunday this past March;  I caught 6 in a row in the first deep hole I started at using minnows, the water was green, I couldn't see any of the fish, and none were foul hooked.  All 6 of those first fish were silver and crushed my minnow hard.  Also if you can find drop backs starting to move downstream, in the spring, they can be the easiest fish to catch.  Usually they're hungry from spawning and will eat anything in sight.

Here are a few pics from one of the last two Sundays this past March.  The water was hard until late and then constantly blown out this past spring, I remember finding very few opportunities to get out.
