An Answer

Not sure who posed the "Why" regarding the new PFD requirement for cold weather months, but I do believe I have found some answers.  After some research and some personal communication, here is what I discovered:
 
1. Research shows (them Canucks are so smart) that surviving a sudden "dive" into cold water is greatly enhanced if one is wearing a PFD.  There appears to be this "1:10:1 Rule."  For the first minute being thrown into cold water, the person is disoriented and may "gulp" in large volumes of water.  After a minute or so, the individual calms down and begins to get their faculties together.  Then, after becoming aware, the use of limbs for swimming may only be functional for about 10 minutes.  After that things become less and less useful.  Finally, one may begin to expereince hypothermiam after about an hour in cold water.  That is, IF they are wearing a PFD.  Hypothermia can set much sooner if one is without a PFD.  Whi8ch leads to #2.
 
2. If one cannot get out of water quickly, or if the shore is too far to swim to, one should assume the HELP position (Heat Escape Lessening Position).  This position is very similar to a fetal position with hands held very close to the body.  A PFD certainly helps in keeping one afloat while assuming this position.
 
3. Given that a PFD is required anyway, it was believed that mandating one to wear it is not necessarily a hardship.
 
Given all the ways that a person can die, I certainly would not want to go this way.

    have heard its kinda painless after the initial bodytemp drop

    but i do know there are much worse ways to die
    mentally as well as phisically

    There are some pretty sweet looking  flotation jackets out there on the market.  I have a nicecamo one that I uses during the late fall and winter months.
