Loyalhanna creek ligonier

I used to like to be able to hit the delayed harvest area for a couple hours for my fishing fix. Since last year the area has turned into a mud hole. I'm sure that any bug life is being suffocated. I see a lot of digging for what I suppose is storm sewers but the creek is getting destroyed. Doe's anyone know where to direct inquirys and complaints?
