Will they let you get to the lock openings?

It really depends... I'm not sure of the regulations on the locks and dams; you might want to look into what the laws says. I couldn't find any mention in the online version of the PA Boaters Handbook.

From my own experience it varies. Sometimes you can fish the entire way into the lock and up to the gates. Other times I've had lock masters come and throw me out when they see me in or around the channel fishing and not attempting to lock through. One big no-no is anchoring in or around the channel, I believe that is obstruction of some sort. Also, it is usually pretty clear with the restricted access signs that you cannot go beyond these signs.

Looked like the buoys are out of the water at Lock 3.  Anyone try to make the trip around the island to the barge side yet with the buoys out?

i honestly dont know what would drive anyone to drive their boat as close to turbulent water as they can, are you out of your mind? all it takes is more water to come out without anyone knowing you are there and buh bye there goes your boat and there goes your life

E&G, IMO you are asking for it if you navigate past the lock wall to fish upstream of the island at lock 3. I spoke with the lockmaster this spring after the incident occurred down there and he seemed to have pretty strict orders to keep boats out of that area. I would be willing to bet he will sound the horn as soon as he notices a boat out there.

Kreamy, there is plenty of room to get up around the tip of the island there and still be far away from the bad water.  They really pushed those buoys downstream from their historic locations after the incident this spring.

When I said lock openings, I meant the downriver-most end of the concrete wall, not at the actual gates. My question basically should have been "Can you fish in the way of lock boat traffic if/when there is no traffic?".

It would be up to that particular lockmaster to answer that question. Some locks you can fish without hassle, while others you will be tossed or even fined the instant you pull in. Again, as mentioned, anchoring in the lock is a big no-no.
