River temps

Help me out here, I must be missing something.
Someone recently posted this link for river temps and flow:

If you scroll down and click "Pennsylvania", then scroll way down to "Allegheny river stem", the "real time data" shows a lock #3 water temp of 20.4`C. Using the temp conversion tool at the top of that page gives you 69`F. http://waterdata.usgs.gov/pa/nwis/current/?type=flow

If you go back to the original page, scroll down to "Navigational reports", then click "latest report", lock #3 temp shows "A56 W71". http://www.lrd-wc.usace.army.mil/text/pitrpti.txt

So my questions are...
Is the water temp 69,56, or 71 degrees?
What does the A & W mean?

    I think that A= Air and W= Water

    current water temp is around 69 degrees and hopefully dropping
