I am certainly not calling you a liar, but I doubt that he told you that there were NO fish. If he told you that there has been no run, or that there are no numbers, that would be in effect true. There has been no "run", but small groups of fish HAVE come in. Some have gone back and forth, others have moved up. Some holes hold a FEW fish, others hold none.

Could be that he felt it better to say none, than give the false impression of numbers. If he said yes there are fish, and IF the caller, as many folks do only gave the streams a cursory look and saw no fish. Some folks, ( not saying you ) might accuse him of trying to attract business by giving false reports.
I guess what I'm trying to say, is I would rather they tell me there are no fish when there are only a few. Than have them say sure there's a good number, when there is only a few, or none.
As I said there are SOME fish. Not lots, and not in every hole. Even specific holes, such as the stop sign hole may hold a few fish in the morning, but nope in the afternoon or vica versa. That's just the nature of the early season, and the reason folks falsely accuse others of lying.

There are so few that one could ( and many do) walk the tribs and not see any, then leave and say there are no fish. I'm sure every other person you ask will have a different opinion on how many fish are around.
Myself and spoon watched a group of 10 or 15 dissappear before our very eyes yesterday, I can guarantee you they were still in that hole, but they sure did make themselves tough to see.
Point being, if you live far away, and don't have enough experience to know whether there are any fish just going by the weather pattern, then it's best off to just be told there are "no fish". Every tackle shop up there gets a zillion calls starting the end of August asking "are they running". I wouldn't even answer the stinking phone if it was my shop. Especially the 5 to 7am calls when the lakes flat. Ever think the shop might be a little busy to let you know there are 3 steelhead laying behind the 3rd rock sticking up in the middle of the stream when you walk upstream from the mouth, and 4 more under the log above there.
Numbers will improve shortly or possibly as I write this.
Same old thing year after year. Relax.
With any fish, you always have a few that spawn a little earlier than most, and a few that spawn a little later. Those few that spawn a little earlier, are more eager to swim upstream, and more willing to do so in bad conditions. Hot/low water. With the numbers PA stocks, there are always, ALWAYS a FEW around by Labor day weekend, and usually a short while before that. If the weather is cooler and wetter, it encourages a few more that aren't as eager to follow them in. It's never big numbers, but sometimes enough to give the few willing to put the effort out, an early season fix, before all the "are they runnin' yet" callers show up.

Thanks for the info spoon, and stillhead. I just wanted to let everyone know what PR's said since there seemed to be a lot of talk about early fish. Personally, I won't be up for a while
