I haven't fished in PA yet this fall, but the gauges right now are at late spring/early summer levels, which means very little flow for a good drift in most bigger holding water. I would imagine the water is heavily tannin stained, and the creeks are full of leaves until a good blow out happens.
Creeks are "fishable" but you'll be fishing in very low, clear conditions for highly pressured fish. But from talking to friends who have been steelhead fishing recently and looking at social media reports, they do seem to be there in good numbers and anglers that can deal with those conditions are catching fish.
If you get a day with a S, SW or even a light W wind, the lakeshore at a creek mouth would probably be a good bet as well.
