Allegheny river route 28 exit on pike

Anyone ever see the guy that fishes that lock about  everyday this winter no matter the weather I see his boat same place all the time ! I'm talking the wind was 30 + mph he was there ! That's dedication !!! OR he's dead and frozen to the seat someone needs to check on him this spring !!! Kidding

    Of the fish are biting like crazy......
     
    I'd do that up at kinzua but probably not the river, at least not around here.....
