How to resize photos so they upload

I haven't posted photos here since photobucket was the method.  I have figured out how to do it, but keep getting bounced due to photos size from my computer (3.7MB).  How does one resize them under 3MB so they upload?  I prefer not to upload them to the gallaries here, but rather resize them on my computer and upload from there.

Thanks in advance.

If you have a Mac, you can resize them in Photos, then export them as a jpg to somewhere you can find them. Like you're desktop.

Save them as JPegs rather than BMPs.  Or, download Irfanview and you can crop, resize, edit, etc., save, then upload.

    I have jpegs.

I also can resize them with some software, but the software is in pixels or inches, not MB, so I guess I need to know what size, in either pixels or inches will get them under 3.0 MB.
