I’m not sure, but I don’t think a person actually has to shoot the deer for it to be a record. If I recall correctly, and I might not be, some entries were listed as “found,” although that might not have been in PA.
A former coworker in Iowa shot and wounded a massive buck with a muzzleloader. He tracked it into a residential area. Because it was dark, he returned the next day with a bow, supposedly due to the proximity to homes, and finished the deer with an arrow.
While it was not the state record, it ranked pretty high and was accepted as an archery kill.
