draining deer lake?

I was walking around Deer Lakes Park yesterday and noticed they were either lowering or draining the middle lake. Does anyone know what is going on with that? Seems strange to be doing something like that so close to the opening of trout season; that lake gets tremendous fishing pressure for the few weeks after opening day.

They drained it about a foot just after the final stocking last year. I was told it was for a scheduled inspection, every ten years maybe? At that time they anticipated taking the majority of the water out of the two lower lakes, but closed the gates after a few days leaving it foot lower than it was. They may be lowering it now to complete the inspections that started last fall.

The middle lake looks like it is down about two feet. There is what looks like a controlled burn almost the whole way around the lake that burned most of the cat tails and lake side growth. No sign of any construction equipment in the park area.
