PA boat trailer question

PA boat trailer question

I am looking at a new bass boat with a tandem axel trailer. The salesman said that he thought I would need to add brakes to the second axel to be street legal in PA. Has anyone had this issue before, or know how the law reads?

    YES, if the trailer has a registered gross weight over 3000 pounds, you need functioning brakes on all trailer axles in PA.
    It also needs a functioning "break away" device and "latching" hooks on the safety chains. (no "S" hooks)
