Never going to happen. Private Property is just that, Private! A landowner can do whatever he wants within his rights.  If he deems it more lucrative to allow private license holding groups in rather than take the insulting easement offerings, then so be it. End of story. If this were even contemplated, the lawsuits would be lining up. Unfortunetely, private property along the stream is becoming more prevelant. I know some of the landowners, they have no problems with people fishing, its the BS that comes with it that has seemed to have gotten out of control as the popularity grew. Trash, people walking through their yards, sitting on their picnic tables, releiving themselves on their yard etc.  What about our friends across the border that don't pay for a PA license? You have any idea how bad they beat up on the fish in the summertime? (https://www.youtube.com/watch?v=UDrWP8QiEq8)
This can't be controlled and never will be. If you want it to stop, stop funding the stockings.

lots of "private club" talk

What about guides/outfitters with exclusive access
I think that is way more prevalent in Erie

Agreed. That was why I was trying to keep my posts more in terms of "for profit" language than "club".  May not have made it as clear as I'd hoped, though.

If granting access without payment, I have no issues.  Odds are that there is some sort of payment though, whether monitary or barter.  If payment, then I would lump them in as the same thing as a private club in my view.

In the summer months when the water was low, I would dig out the streambed to make myself a honey hole for the fish to stack up in and definitely post the property.
