Perch at Arthur are few and far between. And even fewer jumbos.

Hmmm.  You are either fishing the wrong spots, or using the wrong baits.  We caught perch every trip last year from May through October.  Many of the times (especially later in the summer) when the crappies are being ****s perch are the main fish in the cooler.  As for jumbos... not sure what you define as jumbo.  If 10" and over are jumbos we generally caught a couple every trip.  I'd guess average size for L.A. perch is right around 8".

A few caveats: if you were all talking ice fishing then the above doesn't help.  I don't know anything about ice fishing.  We fish mostly with fathead minnows and we look for numbers over size.  You might get bigger perch fishing deeper, bigger baits, lures or jigs... but that's not what we do.  One of the biggest perch we caught last year tried to eat a 6" creek chub I was soaking for cats/eyes, but I wouldn't call that a technique.

    Good luck out there.
