Elk, Walnut, usgs gauges spike in fridgid temps

Is this because of water thawing under the snow even with fridgid temps?  Maybe backed-up flow releasing from from ice dams?  How can the water come up when the land seems so frozen?

    Gotta be the ice.  better off looking at unc johns webcams to get a better idea.  once the ice is off at the cams, guages will be back to being accurate.
